Have you guys learned nothing?

So far the 9th circuit has been overturned every time when blocking Trump's actions.

Have they? Do you have a list or a citation for this?

In general, funds appropriated by Congress for a particular purpose cannot be spent for another.

I'm not sure why you are talking about Obama.

So far there has been quite a few miles of wall built, and they are on pace to have about 500 miles built by the end of 2020.

The National Emergencies Act allows for it. That's the problem with the efforts to overturn the emergency funds spending for wall construction and is why the 9th Circus will, once again, be overturned by the Supreme Court.
