As an IT professional, my guess is that they were rolling out a deployment and it went bad, forcing them to roll it back. Option B is accidental release of non-production candidate code into the wild. It happens.
I'm also guessing that Target's IT operations are heavily outsourced and are probably largely performed offshore with a small team of "leads" onshore at HQ directing their activities.
