Should the inhabited U.S. territories have representation in Congress?

Should they be allowed to vote?

Should the inhabited U.S. territories have the option to vote for independence or State hood or remain a U.S. territory?

They should have the option to petition for statehood. It is up to the US, through a Congress, as to whether it is granted. Puerto Rico has long fought statehood but wants all the benefits, and it wasn’t until their latest natural disaster that it even became a serious consideration on their part.
