One percentage point does not a trend make. Unless you are a socialist democrat dealing in creative statistics and accounting. Only they could loose 500 million taxpayer dollars on a known bad investment and in hindsight , which is usually 20/20, say it was a good investment. Take political courage of an effective propaganda machine to get away with that one.
