There are lots of reasons to hate holidays: traffic, awkward family reunions, expensive gifts that would wring a tear from anyone's wallet. But if there's one celebration absent from all of this holiday drama, it's Halloween.
Halloween is not a federal holiday. You don't need a petition to change anything. Just celebrate it when you want to, which is pretty much what people have been doing for a decade or two, ever since adults decided to dress up at work.
I will say that Halloween is my idea of a useless holiday.
Halloween is great and this os both good and bad.
Good because people will no longer be confused about when to celebrate. Bad because currently people with little ones celebrate it the weekend before with adult parties anyway, but on the 31st they are with the kids trick or treating. Tough to do both on the same night.

Better to just ban Halloween altogether to make sure children are unable to culturally appropriate the culture of others. We have to prevent kids from wearing Indian costumes at all costs!
Halloween is not a federal holiday and the President or the federal government has no say in such matters. It is a cultural tradition, so this type of 'petition' is pointless.
