It is not that they(the FBI/DOJ/CIA) thought they would not get caught, they live in such a bubble, they thought it was how it was always done.
That tells me, they have been doing this and meddling in elections for a long long time.

What scares me is that we don't know what's currently going on behind the scene as the Dems work to ensure Trump's defeat. We've seen how low they can go.
