That was due not only to failure to vaccinate but deliberate exposure of susceptible people to those with measles.
Many folks have taken the vaccine, but I suspect that the disease has just burned through the families who think having the disease is better than being vaccinated.
It will be interesting to see what the final bill is. I would like to know the costs for medical care and the cost to the public health sector.
I'm curious, if the outbreak was concentrated among the ultra-Orthodox Jewish neighborhoods of New York, how do the Israelis handle vaccination among their own Orthodox populations?
Israel faces the same challenge from a segment of its Orthodox population.
There is nothing within Judaism that bans vaccinations. It’s an insulated cultural thing.
I have read that some Muslims refuse vaccinations because they contain pork gelatin. Maybe that is the same for some Orthodox Jews as well.
Then they’re not listening to their religious leaders who have said getting these vaccines is allowable. The link below contains the approval from Muslim and Jewish leaders.

I have not come across this reason, yet.
The typical Orthodox Jewish family has 8.3 children. When one gets sick, they all get sick and make other unvaccinated people sick. One would think the increased risks measles imposes on pregnant people would be sufficient to get vaccinated. Instead, it seems some take a fatalist viewpoint.
Rabbis have been working OT to persuade people to vaccinate.
Islam: "And much like Jewish authorities making broad exceptions to their dietary laws for vaccinations because of their lifesaving value. It is based on the “law of necessity” in Islamic jurisprudence: “That which is necessary makes the forbidden permissible” in exceptional circumstances.
Numerous Islamic authorities and medical scholars agree that many immunizations are obligatory, when the disease risk is high, far outweighing any risk from the vaccine."
Judaism: "One myth, debunked many times, is that because vaccines are often made of pork, and consumption of pork is restricted by Jewish dietary law."

You can go on the official CDC and see what ingredients are in all different vaccines and by each manufacturer. I guess this fall under the Freedom of Information Act.

No FIOA needed. There is no reason to keep the ingredients secret.
