Yes, Inspector Generals do attend hearings, in fact Horowitz has done so for all of his reports.
The Republicans do not control the committee, so they cannot call Horowitz to testify.

You are wrong, the Republicans controlled the house and senate in 2018 and either could have held a hearing. I said IGs do not normally testify I didn’t indicate never.
DOJ IG Michael Horowitz has officially finished his investigation into the misuse of the FISA warrant process with regards to the FBI's "surveillance" of President Trump's campaign. Horowitz notified AG William Barr earlier today. After a review and comment period, the report will be sent to Congress and made public.
Depending on what it says, Chairman Nadler and Chairman Cummings might even invite IG Horowitz in to testify about the contents of the report.

House Minority Leader Kevin McCarthy, R-Calif., promised that guilty parties will be held accountable after Justice Department Inspector General Michael Horowitz releases his report on the FBI's alleged abuse of the Foreign Intelligence Surveillance Act (FISA) in the Russia investigation, and predicted that former bureau leaders James Comey and Andrew McCabe will face criminal charges after what he described as an attempted "coup" to take down President Trump.
When asked if there will really be accountability, McCarthy promised, "Yes."
"We will see an indictment," he said of McCabe, who is facing the prospect of federal charges after Horowitz faulted him in a separate inquiry over statements he made during a Hillary Clinton-related investigation.
"In the end, I do not believe that Jim Comey will get off," McCarthy predicted, adding, “Anyone that has had any association with trying to create this coup should be held accountable.”
This is noteworthy, because McCarthy is not one of those guys that rushes out and tries to sensationalize these sorts of stories. He is typically much more cautious and reserved.

What is McCarthy basing this on, there is nothing that we know of that would lead Comey to face any charges.
I would suggest that people just wait, we'll have a better idea what's going on in the next few weeks. Let's wait to see if McCabe gets indicted, if there will be declassification before the IG report, and of course, what the FISA abuse IG reports says.
I don't anticipate many criminal referrals coming, if any at all. The IG report is circulating inside the DOJ, if criminal referrals, or indictments are coming, the media would be getting out ahead of it. So until the left leaning media starts reporting criminal referrals, or indictments are imminent, then don't expect it to happen.
