It doesn't have to be the NRA, but some organizaiton running on non-appropriated funding, since Congress would never appropriate funding.

I'd like a national speech licensing program. You must prove you have the ability to compose sane thoughts and post them on the internet before you are granted this license. It can be revoked if you are reported to the Free Speech Bureau for insane posts on public forums.
