We have lot of homeless in Florida too from all over the US, and saying is that the "scum settles on the bottom" (bottom = south / warm weather).

Drugs are easy to come by anywhere.

The HUD mandated Point in Time homeless headcount is conducted in late January. There were 760 homeless in Fargo, ND in late January. Most are white people and addiction and mental illness are common amongst this population.

A warm spell in Fargo in late January is low teens.

It’s 60-70’s in LA.

If I were homeless, I would certainly look for a temperate climate. Makes total sense.

It would require legislative action and funding in state houses across the nation. This is a state responsibility and the feds really have no reason to be involved with it. No one should ever mistake a American city with Calcutta. It’s worth every penny to remove and humanely house this problematic population.

There are homeless living in places not intended for human occupation, spitting distance from Mar-a-Lago.

The only places one in less likely to encounter homeless people in Florida are the barrier islands with relatively high bridge tolls and no walk on traffic.

Hundreds of old motels just off 41 operate at full year round capacity, sheltering homeless families.

Not really. A US citizen remains a resident of their home state even if they move overseas. Anyone changing their residency within the United States needs to take certain steps like: pay taxes, establish a domicile, change voter registration, car registration.

Anyone can visit another state, with that state having some responsibility for emergency aid. I suppose a case could be made for being reimbursed by the home state. Novel idea, though. Not going to happen.
