I've traced back the cites. This you a staunch Shokin-defender will like. My take is the Intercept article while correctly citing Bloomberg missed a key phrase in that article.

This is how Intercept summarized Bloomberg:
Vitaliy Kasko, a former deputy prosecutor who resigned in 2016 and accused Shokin’s office of being a “hotbed of corruption,” told Bullough [a former Reuter reporter who later wrote a book] that he had tried and failed to get his colleagues in the prosecutor general’s office to offer proper assistance to the British inquiry in 2014. ... [continues on about the UK investigation].

New reporting from Bloomberg News this week revealed that the 2014 case against Zlochevsky “was assigned to Shokin, then a deputy prosecutor. But Shokin and others weren’t pursuing it, according to the internal reports from the Ukrainian prosecutor’s office reviewed by Bloomberg.”

Pretty clear, huh? Except the cited Bloomberg article says this under the header of the UK probe with all discussions referring to that investigation:
"After the U.K. request, Ukrainian prosecutors opened their own case, accusing Zlochevsky of embezzling public funds. Burisma and Zlochevsky have denied the allegations. [Next paragraph] The case against Zlochevsky and his Burisma Holdings was assigned to Shokin, then a deputy prosecutor. But Shokin and others weren’t pursuing it, according to the internal reports from the Ukrainian prosecutor’s office reviewed by Bloomberg."

We know that Shokin became Prosecutor General in February 2015. And that he opened the Ukrainian investigation after he became Prosecutor General (per most texts???) but perhaps he still had not yet been named to that position. The bottom line is that the Intercept writer missed that the "After the U.K. request" also applied to text in the next paragraph meaning who was handling that investigation is not definitely established, although Shokin appears to have been on the scene if only as Deputy.

It's the Kavanaugh hearings all over.
