Probably so Rudy didn’t have to fly to Europe to meet with him
This guy was knee deep in getting rid of the US ambassador and helping with the propaganda Rudy has been spewing
Giuliani wanted to use Shokin as exhibit A to take around as part of his effort to drum up public / Congressional support for the various conspiracy theories. He maintains Shokin was denied a U.S. visa because the U.S. embassy was countering these efforts. No doubt there was some confidential testimony to House Intel on the details.

Shokin ties in with Parnas and Firtash and other possible wrongdoing - but what exactly was going in with Trump's possible role is a mystery. It's complicated because Trump was both a giver (connection to U.S. power, soft corruption certainly) and a taker (benefitting from the Giuliani-fed DNC / Biden investigations).

Why Trump met directly with Parnas et al. profoundly curious. It might have just been a bennie to help Giuliani along - the photo pics enough of a payment. Or more. Probably will never become clear unless Giuliani talks.

The Justice Department said today in what is called an "unusual statement" that a top DOJ official would not have met with Giuliani earlier this summer on behalf of a client if they had known about the SDNY probe of the two Giuliani associates. https://www.cnn.com/2019/10/20/polit...ing/index.html

Any chance that Trump might hold himself to the same ethical standards?

Parnas could talk.
And likely it was about the Russian hacking of the 2016 election that Trump is still trying to blame on anyone other than Putin and the Russians who were responsible...
Trump can’t stop whining about that accusation because it tarnishes his “winâ€

I've said it before - it's only a matter of time before Barr is a "RINO, neo-con, globalist never-Trumper" in the eyes of the faithful.
