Yes. For a law passed 80+ years ago, 5 years is pretty fresh to start digging out of that hole.

Recreational was passed in 2016 then there was a year wait for implementation so really not even 2 yet.

Yes, and it wasn't like flipping a switch. Some counties won't allow grows and some cities will not license dispensaries. It will take some time. Even the most conservative counties and towns are getting on board... the reason?
Tax revenue.

Most commercial cannabis is too strong for a very large segment of users, and dispensaries aren’t that widespread, so they buy mid-grade from members of their community.

There's a reason people smuggle cigarettes from North Carolina to New York. It's the same reason here. When the taxes double the price, there's a lot of margin for the black market to exploit.
