Would it be obstruction if he refused the Senate? No, but they'd have a case to take to SCOTUS in an effort to override the president. If he still refused after SCOTUS rules, then it would be obstruction.
If not "blanket privilege" then what is the legal basis or justification for instructing the entire Executive Branch to defy Congressional subpoenas?
Executive privilege applies, the "blanket privilege" you keep talking about is only applicable if Trump were suggesting that executive privilege could not be overridden. SCOTUS has ruled that it absolutely can be overruled by the judiciary under certain circumstances.... but Democrats didn't even attempt to do that, so there's no point in talking about it.

Kay Ann didn't secure him another term. But people who couldn't care less that Trump abuses is power and tries to act like a king may do that. Especially since the GOP couldn't care less either and refuses to uphold their own oaths of office.
