I repeat - a president doesn't have to be accused of a crime in order to be impeached.

No. Those two concepts don't "conflict". Depending on the context of the comments made, it might not apply, but they don't conflict.

I'd need to see the comments in question to evaluate.

I took the memes from hearing them repeated the day every rep had 1-2 min for closing arguments.
No context is available or necesary and I dont think anyone has questioned that they said it.
Remember so much of politics now is about creating soundbites that politicians hope the networks play over and over to pound in their message, and memes shouldnt require context.
Sounds like you want context to backpedal from the memes.
