I voted Yes because though I am not afraid that we're in for some sort of world wide epidemic or pandemic, China is not some paragon of truthfulness and they need to get a handle on this.
Thanks, Elan. So it isn't just five people in the USA who came from Wuhan. It's actually 110 Americans from 26 states being closely monitored, none of them having come from Wuhan.

For safety reasons, I think we should allow a certain segment of the U.S. population to travel to China and another segment shouldn't be allowed to travel to China. Are you getting my drift?
No, I don't get your drift. The government does not have the authority to ban travel destinations. It does have the authority (mostly theoretical) to block entry of non-citizens, but not citizens. We don't have the quarantine facilities to care for incoming traffic.

It's the incubation period that concerns us now. People could be infected and contagious for up to two weeks without anyone knowing it. We're not out of the woods yet.
Probably an overreaction. But people should not be traveling to Wuhan right now.
China has quarantined 50 million people. They are taking this very seriously.
I have seen estimates of the R sub zero between 2.6 and 3.8. With contagion like that and no vaccines or drugs, mechanical measures like quarantine, shutting down mass transit, closing movie theaters and stadiums, and putting everyone in masks are the only way to slow the deaths of millions of people until a vaccine can be developed.
We are seeing more and more of these flu like illnesses. With the age of travel being what it is, we need to start developing counter measures. Better safe than sorry.
Nations who know they have an epidemic need to be the first line of defense. They need to be required to close their own borders and halt travel too and from their country, until they get it under control. Those who knowingly fail to secure travel need to be sanctioned and punished by the world body.
