Actually, that applies to all government, everywhere, since the dawn of humans walking upright and using tools.
Long ago, people figured out that there are two ways to coerce someone - introduce a negative or remove a positive. Governments that last have perfected the art of doing both in the proper ratio such that they control people without them revolting. Only rich people have the resources necessary to both hire people and purchase the means of exacting pain/punishment on others (introduce negative), AS WELL AS giving the masses something they think is for free and thus being able to withdraw that free thing (remove positive).

Well...…………….. we all know that can't happen.
If it did, NO ONE would ever repay student loans, as they would just wait for the cancellation the second time.
It would essentially mean that all college in the US is suddenly "free" (i.e.- taxpayer funded).
I did notice on our state medical board site that one's license is contingent upon repaying student loans. I paid off my loans 25 years, ago, but was a little surprised by that condition.
