Because far more people are low income earners than are very high income earners.
It's been shown time and time again that overtaxing the 1% to fund socialist giveaways is woefully inadequate. The tax target is the middle class. It always has been and that will be the reality for people if they are stupid enough to elect enough socialists.

This has been done before in the US. It's punitive taxation and people who earn that kind of money will quit working/earning when they reach 10M or find some way to shield it from taxes. At that level, you are not a taxpayer, you are a slave to the state.

Look at what happened to the custom yacht industry when Clinton's luxury tax hit them...they closed up shop and countries in the Caribbean and other areas picked up the business.
