There isn't a magic money tree, where do you expect the funding to come from? The DHHS has to pull the money from somewhere.
"The funding cuts are small compared to those programs' overall budgets. For example, the energy assistance program will still have $3.7 billion in funding after the cuts. However, the decision has already prompted attacks from Democrats. "

Exactly. It doesn't matter what agency or program the funding is moved from the Democrats will attack the decision.
Meanwhile, Donald Trump is once again attacking the “fake news” media on Twitter over its coverage of the Wuhan coronavirus, a day after US health officials warned the deadly virus would inevitably spread across the country. The president suggested in a series of tweets that the latest developments surrounding the outbreak outbreak were simply the result of news outlets “dong everything possible to make the Coronavirus look as bad as possible, including panicking markets, if possible”.
"Waaah! Virus is causing a boo boo at the stock market and making me look bad! Virus is fake engineered by the Democrats! FAKE NEWS! FAKE NEWS! Waaaaaahhhh!!!!!"

Ridiculous but then so are the CDC cuts. Can’t wait to see what he says should an environmental disaster occur after all the cuts and rollbacks he has done.
Where did they divert the funding too?
Hope it wasn’t the wall, it won’t help much to stop this virus.
Congress approved it so it was spent somewhere, he didn’t sent it back.
