I know McCain pandered to disaffected Hillary voters in 2008 with his selection of Palin, but why did Cruz pick Fiorina? Was he just trying to get the conservative woman vote or were there other strategic reasons?

There is a difference between picking a woman running mate and saying that you will automatically rule out half the country based on the bits between their legs, because otherwise a woman wouldn't be picked as the best running mate.
One is just happenstance. The other is a double edged sword of discrimination: "Sorry Corey Booker you have a ding dong, I can't consider you. Kamala, you have the right parts!"
