He was arrested because Bounty Hunting is agianst Mexico's laws. But he was released and he fled back to Hawaii, as for where it stands now.. we are still waiting to see if he is sent to mexcio for arresting that sicko rapiest to serve his time.. If So I suspect a huge problem arising.
I have been into the heart of Mexico a few times.. its a very pretty place. I often wonder why so many flee to this country when the one they have has so much to offer, if they would just take the time to fix what ales them.
Why would they come to the United States to commit crime? Where do the American Law Breakers head to when they commit a crime? If you were smart, you'd commit a crime in Mexico, the United States has very harsh prison terms in regards to other countries. They don't desire crossing the border for other reasons except for wages and family or friends being present in the Estados Unidos. The only way to decipher if an illegal immigrant has a criminal record is taking their fingerprint, other than this, you have no way of knowing. Since La Migra, or Border Patrol, only has 18,000 members including 6,000 national guardsmen, and our covering 2,000 miles of border, people can easily slip through.

Everything. When you take the time to educate yourself on how Mexico came to be such a corrupt, unbalanced society, you will likely gain insight on why it is so many Mexican nationals flee to the States and why they are collectively unable to "just change their own country".
While you're at it, you may choose to review Latin American history as a whole. Consider the racism and prejudice prevalent in Hispanic countries largely against Native Americans, Meztisos, campesinos, the poor, etc.
