Yes because we got lucky. There are reports now that the intelligence community had fears of a virus back in late 2016 and briefed President Obama and Trump about it. Trump knew for three years this was possible and screwed the pooch because it will go to 0 and it was politicized as a new hoax. Trump I got two numbers for you, 10m and 6k. 10M Americans out of work, 6k dead. Both are his fault for inaction.
As for America, we didn't do anything because with SARS, MERS, and Ebola, we got lucky and it never effected us community spread in the US the way Covid-19 has. This is why people didn't take it seriously at first.
