Speculation on my part, Panthera is acting as a broker to secure masks that meet specification from unknown sources. Why FEMA is paying a serious premium for these masks ( over the 3M contract) may be a function of limited supply vs global and national demand or something else is going on.
99.99% chance that this company misrepresented themselves to secure an order as the government was scrambling for supplies.
And if we find out that they cannot produce these masks then they won't get any money.
This is what we get when we have a big bloated federal government. The same people criticizing this event are the same people demanding more and more bigger federal government. And the thing is the people demanding the bigger federal government don't even know how stupid they look when they're complaining about events like this.

It was the logical outcome of the world going to a "wartime" footing. In war if you have a crater in a road you don't do the cost effective thing and bring in raw materials contracted out at the lowest price from the quarry, you blow up the house next to a crater to fill the hole and move on.

If you treated Coronavirus like the yearly flu the measles or even polio before the vaccine then the global shutdown and politicians vowing to stay shut for a period longer than the other team said to save a life would not be going on.
