As I understand it, all beaches are public in California. Access to “ private beaches” is limited by private property.

On the Florida Coast, Huckabee and other private property owners sued to access their “private” beaches during the Corona. Senior Federal Judge of the Northern District, appointed by Reagan, ruled against them.
