What part of the Constitution is this cop upholding by using his uniform as a bully pulpit? Please be specific.
His sworn responsibility is to uphold the US Constitution and therefore Americans' Constitutional Rights. That isn't a "bully pulpit" topic; it's actually a legal obligation. What do you not understand about that?

Your rights are derived from the Constitution and interpreted by the Judicial system, not by some street cop. His "legal obligation" is to enforce the law until such a time as said law is overturned. Government 101. What do you not understand about that?

So, you're saying, that is what the Nuremberg trails are for.
"I was just following orders", was the entire defense in that case too.
How did that turn out for them?

One thing for sure, COPS hate it when they lose their Qualified Immunity and get sued personally for their unconstitutional actions under the color of law.
When it will come out of their bank account and not the city or the state, they are employed by. They tend to make videos like these warning fellow Blue-Liners of the liability.
Maybe you can solve the disconnect between the people & the police state?
No, I can't solve it, but the people collectively can. Stop electing unconscionably unprincipled political leaders.
Much as it would be helpful for more and more cops to speak out as this one did, to turn around and attempt to lay the blame for Gestapo actions by clueless and soulless governors at the feet of individual police officers is....well....inexplicable.
A good thread created with a badly misguided underlying motivation.
What "personal agenda?" He, other LEOs, and local/state/federal officials, elected or not, swear an oath to uphold the US Constitution. Actually doing so is not a "personal agenda."
HE is making the video, therefore it's personal, let him do it on his own time off of city property. I watched it again, he said officer's are violating people's Constitutional rights by arresting them. Nowhere did I read any of them were a mandatory arrest, so it is the officer's choice to arrest or cite, if he does not wish to, so be it.
He is giving a legal opinion, that is fine, but don't use government resources to promote it.

I'm guessing he could move to one of the red counties in Washington State -- one that has a constitutional sheriff, who would very likely hire him as a deputy.
Oh, and those moving expenses? Currently $409,595 of it will come from the people via GoFundMe. How about that?
