The local city & state Democrats own this, and must fix it....the Independent & moderate Democrat voters are watching them closely, & know that the Republicans have no role in this.

I can't see how any of this helps the Democrats in November, since the Republicans had no role in it.

Its up to Democrat voters in these large cities to hold their local Democrat leaders accountable for police brutality. The police work for the Democrat politicians.
Poor policing isn't isolated to the cities but that is where the protests are occurring. There are plenty of abuses in areas that are multiracial, lack of a protest is not indicative of a good and fair police force.

The governors and mayors are given authority to deal with these rioters. Which states are dealing with it effectively?

There are peaceful protestors who are being dispersed from peacefully protesting because of the Antifa thugs who are destroying property, committing violence, getting publicity and portraying black Americans as looters.

They are not there for any good reason. The truth about all this will come out.

Two attorneys both Ivy League were arrested and charged with Molotov cocktails thrown at police.

From the NY Times

"As she neared, she lit a fuse hanging out of a Bud Light beer bottle and threw it through an already broken window of the police vehicle, igniting its console. The complaint said she returned to the minivan and the pair fled.

The police saw Ms. Rahman throw the Molotov cocktail and followed the two lawyers as they tried to get away, officials said. A patrol car stopped them several blocks away and they were arrested"

Figure 10 years plea bargain 1 year hard time with probation for 5. Good way to end a career.
