It depends on who the complainants complain to.
If you submit a complaint to only the police department, its likely to get thrown out.
The DA and city council needs to know how the cop was acting for any kind of real action to happen. The supervisors can only do so much, until the union gets involved. IF the union has a hold on the mayor, corruption can go deep.
Think about it this way, you know why cops dont hassle rich people? Because they make it a point to contact the people high up anytime they feel their entitlement is disturbed. So picture a beat cop getting yelled at because someone important yelled at the chief. Thats how you have to complain at cops.
If they pull you over and start trying to interrogate you, you complain to the city council that cops are trying to manufacture arrests out of nothing. Thats how its done.
But it doesnt get done like this for non-rich people because they dont want to take the time to get to the right people.
You also have to think of it like this. If they treat you bad, they likely treat everyone bad, and could be one complaint away from a firing.
Thats why I record every stop with police. And I dont antagonize them, they usually do it themselves. It will likely not be a problem, but I have the behavior on recording just in case. And they can compare it to the body cam.
