Of course as of late, governors themselves have been on a tear of their own, looting business and destroying wealth. He shares much in common with perps, so his sympathy towards them is not unexpected or out character.
As for the masks and social distancing cautions, the guv is just letting the world know he is a non-thinking govt bot.

Lecturing hordes of rioters/looters (many of them white!) about 400 years of anger, while he does nothing, and the city burns.
He gave them "Room To Destroy" like any good progressive mayor.

Sad when the mayor of NYC asked for leniency for out-of-control criminals burning down Brooklyn, while encouraging NYers to turn in their fellow citizens for not practicing social distancing. Leftists are always on the side of the people in the wrong.
