According to the NYC politicans of whatever stripe, they don't want to risk being unfair to the people arrested by the NYPD. Even if they were breaking into stores and burning them down. So NYC politicians recently changed the laws and are letting them go without even having to post bail. Apparently the feel that if they just sign a promise to appear for trial, these model citizens don't need any more incentive to change their ways.
And as for the possibility that these thugs might actually dangerous to the society where the cops discovered them looting and burning... why, that's not even considered any more. The politicians have decided to simply let them out.
As for being unfair to the people who worked all their lives founding those stores, keeping them running, and providing employment to their clerks, accountants, stockers etc., well, obviously the politicians are far less worried about fairness to them.
Remind me again why the NYPD should bother putting their lives on the line arresting these criminals and terrorists? When they know the politicians and judges will simply let them out, often the same day, and the same cops will find them smashing and burning more businesses the very next night?

As part of the New York State Fiscal Year (SFY) Budget for 2019–2020, passed on April 1, 2019, cash bail has been eliminated for most misdemeanor and non-violent felony charges, "including stalking, assault without serious injury, burglary, many drug offenses, and even some kinds of arson and robbery." The law went into effect on January 1, 2020.
According to The New York Times, "While New Jersey, California, Illinois and other states have limited the use of bail, New York is one of the few states to abolish bail for many crimes without also giving state judges the discretion to consider whether a person poses a threat to public safety in deciding whether to hold them."
It's total Clown World. Cities decriminalize theft, ditch bail, arrest people for walking outside without masks or going to church, give terrorists "space to destroy."
I don't know about NYC but I know that Cuomo instituted a policy wherein the cops can't hold anyone in jail - unless it's murder - and everyone is given appearance tickets. Supposed to be for the criminals safety due to Covid. My cousin has about 60 appearance tickets sitting on his desk waiting for this restriction to be lifted as they know they're going to have to go out and try and find all these people for their court appearances.
Meanwhile - we've had people robbing in our area - same 2 guys caught on home videos. They get arrested in Kenmore - get their appearance ticket and are in Tonawanda the next week - get picked up there and are out and robbing homes in Amherst the next day. The cops can't hold them and the residents have had it.
I wonder how the cops feel when they risk their lives arresting people who are stealing things and burning down buildings, only to find themselves arresting the same ones the next day for doing the same thing again.
In New York, they arrest thugs and rioters, and then turn around and let them go free, often the same day.
In Seattle, Portland, St. Louis etc., they don't even bother arresting them, even when they are seen throwing rocks and bombs at cops, setting cars and buildings on fire, looting stores etc.
