The decent police officer who disregarded his training, ignored regulations and shot a fleeing man in the back, rejoiced, kicked the victim while he bled out and withheld medical attention for two minutes and twelve seconds? That "decent American police officer?"

As has been pointed out repeatedly, officer Garrett Rolfe was following his training when he defended himself upon being assaulted and threatened with his stolen taser. But then again I think you know that, and you're looking forward to some free sneakers and more store burnings when he is ultimately fully acquitted on all charges
Rolfe's training required him to inform a suspect that he was under arrest before handcuffing him; he did not.
The "stolen Taser," (Brosnan's, not Rolfe's) was no more than an inert piece of plastic when Rolfe gunned down his victim, contrary to his training, regulations and the law. Do we need to discuss his kicking of a dying man and withholding medical aid? How about shooting towards and endangering a group of people and vehicles?

I heard him telling the guy he was under arrest. He began with 'you've had too much to drink'.
A jury will acquit, this entire topic is meaningless.
I'm not saying whether they should or should not, only that they will.
I think 18 unarmed killings a year is way too much. If your cab company advertise they only kill 18 passengers a year in crashes but thats great because 700 people a year die in crashes, you would go out of business.

Not necessarily true.
The Tazer is still functional after firing it's prongs, it still works as a stun gun, when pressed against the person.
So, if they had caught Brooks without disarming him, he would still be armed with a functional weapon that he could have used against them.
And if they let him go, he could potentially have used it on someone else.
And some tazers are capable of firing multiple times, not sure about the particular model in question.
Answer, yes. And then the officer should start a new life somewhere else under a new name.
