Regardless of your political bias, can we agree that a city with a population of 10k does not need a $1,000,000 vehicle. And who is going to pay for the tires, gas, roads it tears up, on and on?

Not many.
One of the benefits of COVID-19 is that it reduced revenues for municipal, county and State governments.
At the same time, it reduced revenues for tax-payers, meaning none of those entities can raise taxes (and get re-elected) to cover the losses.
Some hard choices will have to be made, and, yes, probably 90+% of police departments could cut their budgets without impacting operations.
