The link you provided refers to two people who object to the national anthem being a poem about war, with one line referring to slaves, written by a man who supported slavery. The article does not mention Democrats nor BLM wanting to "ban the Star-Spangled Banner".

The third verse mostly a put-down of the British, and of American slaves enlisted as mercenaries ("hirelings"):

What was Mr. Key writing about? From March of 1813 to September 1814, the British Navy occupied the Chesapeake Bay and its islands. On April 2, 1814, Admiral Alexander Cochrane proclaimed that any escaped slave who made it to British lines or a British vessel and was willing to enlist in the Royal Marines would be freed. Several thousand Maryland slaves risked capture from slave patrols to escape to the British. Seven hundred slaves enlisted in the British Marines and served with bravery at the Battles of Bladensburg and North Point.

I'm pretty sure that this strategy was used against a slave-holding foe on more than one occasion.

Books like the bible will be banned next since the Old Testament is filled with stories about slaves. The slaves back then were any race but not sure if that matters.
