Let's not forget that Fraud Fauci predicted a pandemic during President Trump's term. Fauci had ties to the lab that released the virus.
Retiring in 4 days from gov service. There is a (coop)continuity of operations manual in every federal office. There are countless trainings and information gathered for pandemics etc. FEMA and CDC and other agencies have them redone as they get info. I know the WH had a manual - there’s been one there for all presidents since I can remember. To say there was none - it just a hard lie.

I'm pretty sure any playbook... by any administration... wouldn't have calling a pandemic a hoax as its first step.
Dr. Fauci, who served many past administrations, is the playbook with expertise left behind after the Obama administration turned over to the Trump administration. If Dr. Fauci was pushed aside what makes anyone think a book would be any better?
