So my husband got a letter saying someone had filed an fraudulent unemployment claim in his name. He called his company's HR and they said this is happening to thousands of people. (Big company). I think that if you carefully read through the article, that saying it was done so illegals can get unemployment is not very supported but rather it's a symptom of a rushed program and overwhelmed govt offices.
Clearly there are those committing fraud and exploiting this and there may be plenty of illegals in those ranks but it seems that it's mostly just the effect of a rushed out program.

Affter installing a new security feature, the state still detected 50,000 fraudulently attempted claims totaling as much as $1 billion. State officials estimate that $40 million of federal money was lost before they realized what was going on.

Which how it should have worked. Obviously ideally you wouldn't have the widespread fraud because more people would be honest. Canada basically operated on that system, sign up and you just got it. Eventually they'll go back and validate it. Some huge number of people in Canada voluntarily returned UI benefits they weren't entitled to. They applied back in March/April often times when they had no idea what their economic situation would be like in a few months or whether they would qualify. Basically how it should have worked and sort it out later. I probably would have applied in that scenario as I had no idea what was going to happen in March. Turns out I wouldn't have needed it so I could just return the money and no harm, no foul.
If someone in prison applies they can either just return the money or spend some extra time in lock up for welfare fraud. I guess it doesn't matter if you're on death row or life without possibility of parole, not like an extra five years for welfare fraud is going to matter to you, but that's a relatively small number of people.
