He's the one that starts it, and they pick up on his talking points.
He long suspected that someone on Trump's staff was officially watching the show and informing Trump, so Limbaugh had a story about some very obscure thing that happened, that it would be extremely unlikely for Trump to be aware of it otherwise, and sure enough, Trump tweeted about it that afternoon.
I think I'm the only one who hasn't underestimated the power Limbaugh wields.
