Please understand, the US Constitution states you cannot take property, etc from persons without a due process of law. In this case, the due process of law is his trial. After the trial and, when he is found guilty, the money will be forfeited.
In so far as a bank goes, I'm actually quite shocked. I'm really surprised they even know who he is. You can open a bank account online.

I do agree with you...what's the holdup? Let's get on with the trial! Will it be a military or civilian trial?
And don't people occasionally get suspended without pay?
If you're asking why the military doesn't start punishing someone until after they're found guilty then you don't have a clue about the constitution and I won't waste my time educating you.
