"Restaurants and venues owned by white men will be last in line for federal relief under President Joe Biden’s “Restaurants Revitalization Fund” (RRF), prioritizing funds for women and minority groups first."

Base on these figures, minority-owned businesses need the aid way more than white business owners, so them getting first dips, after getting last dips under the previous administration doesn't seem as sinister as you're making it out to be. That’s an assumption on the part of the paper and that still means some white men qualify.
