You mean a hat presented to her as a formal gift by the country of Russia when she was there on an official state visit accompanying the then Secretary of State? And, as customary with diplomatic protocol, she graciously accepted and wore as a sign of respect?
She was representing the government of the United States of America at the time - so in essence, she represented all the people posting in this thread in wearing that hat. Unless of course you aren't actually Americans in which case, why do you even care.

Lol — she was the spear catcher at the State Department during the Obama years. Unlike the WH Press Corps, the guys on the State Dept. beat have working brain cells, and they routinely ruffed-up poor little Jen as she tried to explain the unexplainable.
