Why are we giving Money to art Galleries and foreign gender studies on a domestic Plague Stimulus bill? (Taliban, Christmas)

Are they really a front/front company to funnel money to the rich? How does someone come up with "Oh lets give Gender Taliban Chick Studies in Pakistan" money funding when Americans are screaming for a roof over their head and FOOD. (Christmas presents are too late I guess) Where does that idea originate from when making a bill that both parties agree on? That is scary. There is something crooked in that agreement. Both parties are playing us suckers

Just a few miles to the north Canadian citizens have been getting thousands a month to get through this mess.

Pretty sure, this is also the annual budget and not just a "stimulus bill" so what you would normally see in the annual budget is part of this bill.
