Most people (not just Texans or Americans) live in first world countries with a functional government will be dead if a big natural disaster comes their way.
I live in an earthquake prone state of CA and I'm certain that most Californians are not prepared for a big earthquake, especially the ones live in crowded cities.
What I find odd is in the Northeast we have very old electric grid system and is prone it issues. I remember growing up a big storm will cause power outages all the time. But this is only when it is warm enough to survive.
A Winter storm never caused a power outage where I lived in NJ. Power outages only happened when it rained, not snowed. Like during Hurricane Sandy. We lost power for a while. But it was warm enough to not need heat.
The West, I imagine is newer. So why they all of sudden cant handle a snowstorm?
The OP has a fair question. It is hard for us who live in places where the power has gone out for 3-4 days fairly regularly to understand why this is a giant crisis. I live where the power lines are above ground and a heavy snow or ice storm will mean power is cut by big trees falling or Skidding cars hitting a pole. It could take days for the the power company to come by and fix them all. People who have medical issues, or really care about staying warm have generators. The rest of us bundle up, have wind up radios, led lights, canned food, bbq everything in our freezers. Don’t take a shower for few days. And spend a lot of time shoveling. Pipes don’t burst but no hot water.
We can walk to a neighbor or fire station or hospital to charge our devices or use our car charger if we have a car.
It is helpful for us to hear why your circumstances are so different. I think the pipe burstings make a big difference, also we don’t have large populations living in trailers that need to be moved to shelters. Not many have had to deal with lack of drinking water for days on end.
Wind power advocates never admitted their power source was not available in cold weather. So it should be limited to less than 1 percent of the power grid and regulated to be the cheapest cost to the consumer.
But then, no one with any intelligence at all gives Biden any credence over any topic he spouts about.
Biden’s cabinet is filled with experts. His team is impressive and the bench is deep in almost every category. Cruz does not have the resources, as a state senator to assemble such a team.

Wind generators work just fine in Iceland, in Antartica, in Quebec, in Alaska, ...
In fact, had the proper equipment been installed, the windmills would have been generating electricity while the gas lines froze.
In short, the outages were caused mostly by shutdown of gas, coal, and nuclear energy sources.
This begs the question. Why do conservatives hate renewable energy so much? Why do they get such a hard-on for non-renewable sources? Do conservatives actually believe that we have unlimited supply of fossil fuel?

This is not the first time cold weather has caused power disruptions in Texas. It's happened here and there over the years.
In both 1989 and 2011, winter storms caused such significant power disruptions that federal regulators recommended then, and have continued to recommend over the years, that Texas power plants prepare their facilities for extreme cold.
Texas says power plants can winterize or not, it's a corporate choice.
These are the people responsible for maintaining the grid and preventing this from happening. A few top executives ought to go to jail here.
