I don't think that is confirmed yet. But we already know how the narratives will go:
Republicans will say "What do you expect Ted Cruz to do? He is a senator at the federal level. It isn't his job to help his state through disasters. It is to help guide the country as whole through disasters."
Democrat will say "F you Ted Cruz." Well, I'd like to think they'll be more creative than that.

Ted Cruz is a reminder that voters get what they vote for.
And Texas has the electrical system they deserve.
Texans didn't have to go Blue to dump liars like Ted Cruz, another Republican would do. But they kept a known weasel around so why are they surprised he is high-tailing it out of Texas.
Seriously who cares...he can fly to other places it’s. Not against the law.
I think it's the part where Political leaders in Texas are telling the citizens to "Hang in there" and "This is a good price to pay to have an independent electrical grid".
All while leaving the ENtire COUNTRY to avoid "Hanging In There" and dealing with the mess their policies made.
Remember after Hurricane Harvey when Cruz worked to get federal assistance to Texans to help with disaster recovery? At least there is something he can do as a politician, if not as a human. Maybe go back to Texas and help organize disaster relief? Instead he might be sipping margaritas in Cancun?

For the record, I'd say the same thing if for instance Newsom left California during a wildfire, or Whitmer left Michigan during a blizzard (corona hypocrisy aside). There are plenty of other far more valid points to attack these folks on.
