It is all about the payments.
I guarantee that many, if not most, people are even paying attention to the test of the Bill's contents.

The Bill and those in Congress supporting it are the ones out of touch.

Can you explain what specifically about the bill is bad or "out of touch"? You can't just make a claim without any evidence.

If the state and local government spending is an issue, I'll just remind you that most of the funds come in the form of grants, and if you dont apply, or you are not eligible, you don't get the money. My local government had to give back a lot of the funding from the CARES Act, because we couldn't figure out how to spend it. That's neither a good nor a bad thing; it's the system working as intended. States don't get more than they need.

Or you can think of it this way: This is an instance of the federal government giving billions of dollars back to state and local government. If we love states rights (as people on this board want to claim) wouldn't we be HAPPY that the Feds are giving money back to the state and local government?
