Not just neck restraint. All police restraints, including a straitjacket, are safe to use for holding suspects.

The devil is in the details as I recall a few types of 'restraints' that have been banned in the USA. But if you say all police restaints are 'safe', I'd like to defer to your source.
Of course, it went away. That was the civil case against the city and police department. What is happening now in court is a criminal case against the police officers involved because they were thrown by the city to the mob for satiating their thirst for blood.

I would argue that, because it is so unusual for someone to die from the neck restraint, therefore it must have been the combination of drugs and his poor health which caused Floyd’s death.
The last part seems like speculation.
For the first part? I think it’s a combination of underreporting & the fact that very few police officers are ever even charged with crimes, & fewer still convicted.

Folks on this thread are doing a better job of defending Chauvin.

The problem with your argument is that Chauvin's supervisors, and numerous other experts, say that the knee on the neck was held there too long. And when the person that Chauvin was restraining no longer had a pulse, most people, and especially police officers, would have reacted. Chauvin didn't react. He just stayed there with his knee on the neck of someone who was dead. Like he didn't care.
A lot of people died even when Chauvin was not there to put his knee on their necks. People dying has nothing to do with Chauvin. Can you get help to deal with your obsessive compulsive focus on Chauvin to feed your pleasure-seeking impulse?
This thread, dear, is about the unfolding trial of Chauvin, and it has everything to do with a person dying "at the disgraced former officer's knee". May I direct you to the charges:

Charged with second-degree murder, third-degree murder, and second-degree manslaughter.
Exhibit 240: The expert witness for the defense (?) testifies to the jury that yes, you can believe your eyes. And yes, Chauvin did in fact have his left knee on Floyd’s neck, right knee on the back of his chest.
This defense witness is getting destroyed by the cross’s review of the exhibits, circle by circle.
