Oh, it was worse than that. Once the US entered WWII & production became important, daycare was instituted across US industry - so that women could work & not have to worry about childcare. & as the factories ramped up to 24 hrs/7 days a week, so did childcare @ or near factories. (Women formed an important part of the industrial workforce in the US in WWII - young men went off to war, leaving factories, farms, etc. short of labor - which was filled by women & other non-traditional sources of labor.)
Pres. Nixon nearly re-instituted federal childcare again - he was talked out of it by Pat Buchanan - one of his staffers - I believe it was. (Nixon actually administered as a moderate, although he might have preferred a more Rightest line.)
