The exodus from drought and everything Californian may adjust the voting balance before anyone gets around to serious legislation about this. The state may later be divided into a smaller state and a territory or just land that nobody wants until Mexico reclaims it.

It's not fair Rhode Island has 2 Senators and 27 Million Big Texas only gets 2.

OTH, there is the House that represents population.

This was the hardest compromise the founders had to make and it almost derailed the convention. Madison initially refused to accept any plan where both houses didn't having proportional representation.
