While Trump's Operation Warp Speed did remove federal impediments to vaccine production, Pfizer didn't take a dime from the Trump administration, they simple invested their own money in vaccine development.
You also fail to point out that the Trump administration failed miserably at distribution of what vaccine's were available, if also FAILED to purchase the additional 200 million doses offered by Pfizer...

The federal government’s top COVID advisor, Dr. Anthony Fauci, joined the skeptics: In February 2020 and again in April 2020 he predicted that a year to a year and a half would be required for vaccine approval — versus the half year that was actually required.
Even media that hated Trump credits him on Operation Warp Speed.

So where should these countries send the leftover vaccines? US should send some to Peru. I hope also to Palestinians in Gaza (they said Israel blocked their vaccine delivery).
"warp speed" did nothing but throw money at the system.
The government agreed to allow and fund multiple research projects before they had passed the first hurdle of winnowing qualifications, this cut probably six months off of the process and was a gamble which cost a fortune. Trump never understood how government works enough to come up with the idea, it had to have been suggested to him by others.
Am I glad Trump approved this? Yes.
Was it a stoke of genius? No. Just a costly deviation from protocol. Probably to use as a political tool during the election, because it is so unlike Republicans to spend money this way.
The predictions that it would take longer were based upon standard protocol. No one could be blamed for expecting that to be the case since public health officials do not set policy and can not authorize deviations from protocol nor big public expenditures. Never. They can only recommend, and when asked serious questions by the media can only answer with what they know.
It is quite ironic that the group trying so hard to brandish Trump with credit for the vaccines is the same group that (notably) largely opposes taking it. (In fact, this "miracle" of operation warp speed seems to have embarrassed Trump himself, for while he was still president he took the vaccine ... in secret ) This is an entirely strange political climate we have here today.

My priorities are Mexico, Japan, Australia, South Korea....then Canada, followed by Europe and India.
The left talked about trump as if he was going to start world war three and destroy this country. The irony is we would have been just fine with trump in office until the day he dies, while the left seems more intent on destroying the country and starting world war three... We will be lucky to make it through bidens term unscathed.
So where should these countries send the leftover vaccines?
At the present I'm going to recommend India.
