There’s no point to having the legislature pass a bill simply to throw voters off the rolls. That doesn’t improve election security. There’s no evidence any of these voters are not eligible simply because they failed to early vote a single time.
There's a number of states that already do this, and the SCOTUS has ruled it is okay. Georgia, for example, did a voter purge in 2018. I don't think it's that big a deal if they do it fairly and Arizona is sending out warning notices before removal.

What's wrong with keeping voter rolls updated? No one's voting right is being taken away. Those 126,000 people will receive a mailing asking them if they want to stay on the pevl list. All they have to do is reply yes. If there's no reply, the person has probably moved to another state.
According to the legislation, if a person hasn't voted with the early voting ballot in at least 1 election in the previous 4 years. It only removes them from the early voting list, they are still registered to vote.
So based on this the only thing a person has to do is vote at least once every 4 years and they can continue to receive an early voting ballot. But if not, they can still continue to vote. Last time I checked I don't believe there is anything in the Constitution that says you had the right to stay on an early voting list if you don't do early voting.
Seems like it is pretty easy to stay on this list. All you have to do is vote.

It's an early voting list, it's the voter's request for how he wants to vote. So yes, you should respond. It's no more "nagging" than a ballot or a dmv renewal.
