Sounds like a world wide inquiry, not one specifically to call out the USA.
Boggles my mind that folks will be inconsiderate of the wellness of self and community.
Unsure why Hong Kong civilians are not taking this opportunity to be in innoculated. My incintive was easy...live and breath . Without machines or further drugs being doused into my system to wart off a condition.
Right now, it is the US' problem though some other countries have it too. The problem I see is you can only get so far with offering a carrot, rather than a stick. Some people will only act when there is a stick. I got my vaccine as early as I could, the rest of my family did too. On the other hand, there is a lot of antivax talking points if not straight up antivaxer that the only way they may need to be dealt with is through being not allowed to go and do things they may want to do (the stick.) Antivaxers will not accept the carrot, no matter how sweet it is. Sadly Republican governors outlawed the use of vacine passports. I personally don't like vaccine passports, but that might be the way to go.

We live in a civilized free nation. You can't coerce someone to inject something into their bodies. Technically, it's not even ethical to offer incentives. Any medical intervention requires informed consent. The great thing is: the vaccine works! It will protect YOU from the unvaccinated.

We did-I think those days are over. The current leadership in this country seems to be working to make us yet another failed, uncivilized, 3rd world dictatorship.
Other countries require proof of vaccination or 14-day quarantine for entry. We do the opposite, we let everyone in unchecked. That's why we get all the covid variants in the world.
Vaccine tourism is now a thing. People coming to the US on a visiter visa and receiving the vaccine free of charge.
Moderna covid vax = $25-$37 per dose as of December 2020
2-3 weeks stay in the US to get both doses will cost tourists thousands of dollars for food, hotel, activities, etc
