Just how bad has the rest of the nation gotten for this version of Portland to be 10th best?
We just moved cross country from the area, actually Vancouver, WA which is in good shape despite being right across the river. The sad state of downtown Portland certainly was a factor as that was where we went for date nights and it has just gotten depressing. But the wildfire smoke was a bigger factor.
My in-laws live in the PDX suburbs. And in spite of their Scandinavian heritage leftist ways, they are supporting police and crackdowns more than ever.

US News and World Report- a magazine study/survey. Sort of like the best doctors in town issue of a local paper or magazine. Means little to the average person.
Portland pre TDS stood a real chance but I don't see how they're selling it now.

We have lived here (near Seattle) for 27 years and have been going to Portland at least 2-3 times a year since then. It's usually to visit a few favorite places that we don't have here, such as Portland Nursery, or the now closed Fabric Depot for my wife, and have lunch at Cracker Barrel. Sometimes we will buy something expensive to save on tax, like an I-pad or TV while there.
We went in January 2020 just before Covid, and the next time was May 2021, where we saw a huge difference in a little over a year. The homeless campers and graffiti are all over everywhere we went. It's looking a lot like Seattle, though more graffiti in Portland. Seattle actually fines owners if they don't paint over graffiti within 10 days of getting a letter from the city when violations of the graffiti nuisance law are reported to their website.

LOL, ya, keep believing that! I'm sure there were plenty of people who said the same thing about Detroit in it's decline. A lot of people are invested in these communities and have something to lose if people decide these cities are crap holes and won't spend their money there.
