If you want to change the legal status of people in the USA, doing it by executive order is pretty blatantly illegal. Always was. I'm not really sure why this wasn't struck down by the courts the year that Fuhrer Obama this law by edict.
We do have a process for dealing with these things. It's called Congress. Bypassing Congress "because I can't be bothered" or "because they won't do what I tell them to do" has never been valid, but that's exactly how DACA happened.

The program may have been a legal overreach under a strict reading of the law. The reason it lasted so long however was the broad majority agreeing on the nobility of its purpose. I agree that Congress needs to take back some power at the expense of the executive though, and legislation curbing use of the executive order could be a way to do some of that.

About 75% of Americans want a Balanced Budget Amendment, preventing the Federal Government from deficit spending except in the most extreme of emergencies. The Federal government refuses to do this.
About 70% of Americans want the government to do a lot more to stop illegal immigration. The Federal government has never delivered on this and has obstructed endlessly.
How many more things can we list where the American People want X and the federal government refuses to deliver? Seems to happen a lot.
